A meeting of the coordination Council of St. Petersburg and Leningrad region in of socio-economic development was held

The meeting’s agenda included six issues related to interactions between regions in the social and economic areas. The meeting was chaired by Vice-Governor of St.Petersburg Mickail Mokretsov and Deputy Chairman of government Leningrad region Dmitriy Yalov.

The Concept of joint urban development of St.Petersburg and Leningrad region was the first issue to be discussed.  To date, the parties have already prepared a draft Concept and work is under way to finalize it. It was decided that this work will be completed in the coming months, after which the changes will be submitted for consideration and approval by the coordinating Council in 2018.

The meeting also discussed the issue of clarifying the boundaries between the two regions with regard to the runway No. 1 of Pulkovo airport. Currently, the runway is partially located on the land plot of the Leningrad region. At the Coordination Council it was decided that after the relevant request of St. Petersburg, the government of the Leningrad region will make a request to the Leningrad region Legislative Assembly to transfer the area of 63.39 hectares of land in St. Petersburg.

At the meeting, the regions also agreed to synchronize tax benefits for enterprises on movable property. This will allow us to continue to stimulate demand for the products of the engineering industry.

One of the themes was co-operation between St.Petersburg and Leningrad region in youth policy and volunteering areas, in particular during FIFA World Cup 2018.

The participants of the Meeting also discussed the readiness of St. Petersburg and Leningrad region for the Euroskills Working Professions Championship in 2022.

The shore reinforcemen of the Gulf of Finland was an important topic. The discussion was attended by representatives of specialized Committees of St. Petersburg and Leningrad region. They noted that currently, the Ministry of construction of Russia considers possibility of allocation of subsidies to the two regions from the Federal budget to co-Finance shore protection of objects of capital construction of state ownership of subjects of the Russian Federation, not included in Federal target programs. It was also decided that the regions will send to the Committee of the Federation Council on agrarian and food policy and environmental management proposals on amendments to the Water code of the Russian Federation. These changes should provide for the division of powers between the Russian Federation and its subjects in the field of measures to prevent the negative impact of waters and eliminate such consequences for marine water bodies.

The next meeting of the coordinating Council will be held in the second quarter of 2018.
